The absence of diversity in football organisations is part of the problem in handling racism, says senior Manchester City captain Vincent Kompany.
While searching Inter Milan after Belgium compatriot Romelu Lukaku was abused by Cagliari lovers kompany made the point.
Lukaku said the game is”going backward” in the aftermath of the abuse.
“Romelu is a casualty of something disgraceful not only in football, but in society,” said Kompany.
Talking to Sky Sports News, the Anderlecht manager added:”It goes back to who is expected to make a determination on these issues, and it is in those organisations that the problems lie.
“The true racism lies in the fact none of those institutions have agents that may actually comprehend what Romelu is moving through.
“You are dealing with a bunch of people and decision makers that are telling him how he must feel and think about this whenever you’ve got no decision makers who are remotely connected with what he has experienced in his lifetime.
“That’s the real issue, if you go via the boards in Uefa or even Fifa, the Olympic League or the English League, there’s a true lack of diversity.
“In case you don’t have diversity in areas of power such as boardrooms you then can’t have the appropriate decisions concerning sanctions – it is a simple as this.”
As he scored a punishment in a 2-1 success for his side’s winner lukaku, who moved from Manchester United to Inter in the summer, has been subjected to monkey chants.
A set of Inter Milan fans assert Cagliari fans were revealing Lukaku a form of”respect” and the the abuse was gamesmanship.
